On December 13, 2023, Vietnam Social Insurance issued Official Dispatch 4208/BHXH-TST on strengthening collection collection and reducing the amount of late payment of social insurance, health insurance, and unemployment insurance.
In recent times, provincial social insurance agencies (hereinafter referred to as provincial social insurance) have closely followed the directions of Vietnam Social Insurance in implementing various measures to promote collection and reduce the amount of late payment of social insurance, health insurance, and unemployment insurance. They have closely monitored the units employing labor, urged them to pay social insurance, health insurance, and unemployment insurance, sent notifications of payment results to employers, and conducted specialized inspections and surprise checks on units with late payments of social insurance, health insurance, and unemployment insurance for more than 3 months.
With even greater determination to fulfill the targets and tasks for 2023, with the specific objective of reducing the rate of late payment of social insurance, health insurance, and unemployment insurance to the lowest level, the Vietnam Social Insurance requests the Director of the provincial social insurance to effectively implement the following contents:
- Closely follow the directions of the Vietnam Social Insurance and the local Party committees and authorities to effectively implement the development scenarios for participants in social insurance, health insurance, and unemployment insurance. Regularly report to the Chairman of the Provincial People's Committee and the Steering Committee for the implementation of social insurance and health insurance policies of the province on the implementation of social insurance payment by units in the area; proactively propose solutions to improve the quality of the operations of the Inter-Agency Debt Collection Team; and handle units that violate the regulations on social insurance payment according to the law.
- Flexibly work with units with late payment of social insurance by sending reminders, working directly in concentrated meetings or organizing customer conferences, organizing inspection and supervision delegations, conducting inspections and publicizing the expected inspection and supervision information, transferring records, and recommending prosecution to investigative agencies for units with late payment.
- Coordinate with the media agencies, praise units that fulfill their obligations to pay social insurance, health insurance, and unemployment insurance while publicly disclosing the list of enterprises with late payments of social insurance, health insurance, and unemployment insurance on public media channels.
- Propose competent authorities not to reward or honor units with late payments of social insurance, health insurance, and unemployment insurance.
- Assign leaders to mobilize and gather civil servants and officials to urge and monitor the units employing labor in paying social insurance, health insurance, and unemployment insurance. From December 15, 2023, evaluate the results of implementation and report the results to Vietnam Social Insurance before 6:30 p.m. daily (according to the attached form).
