To promote management and improve training quality at medical establishments in Vietnam

According to Official Dispatch 5471/BYT-K2DT dated September 16, 2024, the Ministry of Health of Vietnam recommends focusing on the following main points:

* Requirements for medical establishments in Vietnam

- Officially publish and regularly update on the facility's electronic information page the list of practice instructors, the quantity, type, field, specialty, and level of training for practice; the maximum number of practice students that can be accommodated; and the number of practice students currently practicing at the facility.

- At any given time, each department or unit should have no more than 03 practice students per hospital bed or dental chair.

- Practice facilities as prescribed in Clause 2, Article 10 of Decree 111/2017/ND-CP must ensure:

+ The total time spent on practice instruction by all instructors at the practice facility must be at least 50% and at most 80% of the total duration of the practice program carried out at the practice facility. Additionally, a practice facility as prescribed in Clause 2, Article 10 of Decree 111/2017/ND-CP should be affiliated with no more than 02 higher education institutions and 01 intermediate or college education institution in Vietnam.

+ Arrange for practice program instructors to be permanent employees of the educational institution registered to practice at the practice facility, who engage in medical examination and treatment activities as per legal regulations corresponding to their professional competence, experience, and scope of professional activities in their practicing certificates.

* Requirements for instructors in medical examination and treatment training fields and specialties

- Must have sufficient continuous professional working time in the field/specialty of practice instruction from the time of receiving the practicing certificate to the time of practice instruction of at least 36 months for postgraduate training, 24 months for undergraduate training, and 12 months for intermediate and college level training.

- At any given time, one practice instructor should instruct no more than 05 practice students for postgraduate training, no more than 10 practice students for undergraduate training, and no more than 15 practice students for intermediate or college level training.

- Must have attended clinical teaching methodology training as prescribed in Circular 11/2019/TT-BYT on the training of clinical teaching methods for practice instructors in the healthcare training sector.
