Organization of inspection and examination of projects behind schedule in the transport sector is the content of Directive 13/CT-TTg dated May 19, 2023 on restoring order, discipline and overcoming inadequacies in the construction investment consultancy work, transport sector projects promulgated by the Prime Minister of Vietnam.

According to Directive 13/CT-TTgg, the Prime Minister of Vietnam requested the Ministry of Transport:

Strictly comply with the provisions of the law on construction investment consulting activities; resolutely handle organizations and individuals violating the order, procedures, quality management, progress, and cost management.

Organize inspection and examination of projects behind schedule; correct the selection of consultants; strictly manage the consulting contract (making a pre-feasibility study report, a feasibility study report, a design estimate, verification, and supervision).

Strictly control the selection and management of subcontractors; strictly handle acts of bidding transfer, bid sale contrary to law; no loss, waste, negativity, or group benefits.

Survey example: Closely check the actual capacity of the surveying unit compared with the bid/proposal, ensure quality in the formulation and approval of survey tasks, design tasks (full data of topographical, geological, and hydrological surveys, especially in areas with soft ground, areas with complex geological conditions...).

Revise survey work, especially geological surveys, approve survey results reports, pay attention when surveying and investigating material mines and dump sites, and carefully survey the location, reserves, quality, supply capacity of the mines, extraction procedures, reserves of dumping sites, transportation routes, the plan to use the internal and offline public service roads to meet the requirements of the project, quality control of dossiers, and acceptance tests in accordance with the provisions of the law in Vietnam.

Calculate the cost of ground clearance, which requires investigating and clarifying the area, type of land, etc., agreeing with the local on the unit price and the cost of compensation for ground clearance, and ensuring not to increase the total investment in the implementation process.
