To not abuse the consultation of central agencies to avoid responsibility in Vietnam

The Prime Minister of Vietnam requested the chairpersons of the People's Committees of provinces and centrally run cities:

- Actively performing all tasks and powers as prescribed by law. To take responsibility for deciding issues within their competence or as decentralized or authorized in accordance with law;

Failing to submit or report on work falling within their competence to the Government, the Prime Minister and other ministries and central agencies;

Not abusing the consultation of central agencies to avoid responsibility.

- Urgently reviewing the tasks and tasks of the locality to promptly consider and decide according to their competence and within the time limit prescribed by law, especially for jobs that have been delayed or prolonged.

The Ministers are not allowed to consult on the coordination of unrelated agencies in Vietnam

The Prime Minister requests ministers, heads of ministerial-level agencies, and heads of government-attached agencies:

- Thoroughly grasping and fully and seriously implement the Government's Working Regulations promulgated together with Decree 39/2022/ND-CP.

Directly, proactively, and actively handling work within the management functions, tasks, and powers of ministries and agencies.

Deciding on jobs according to their competence and not submit to the Government, the Prime Minister and the Deputy Prime Minister the jobs under the competence of the Ministers and heads of agencies in accordance with the provisions of the Government's Working Regulations. .

Taking personal, direct, and comprehensive responsibility before the Government, the Prime Minister, the Deputy Prime Minister, and the law for issues within his/her competence, as assigned, authorized, and assigned tasks.

- Failing to transfer jobs falling under the competence of their ministries or agencies to other ministries or agencies;

Failing to deal with tasks that are determined to fall within the competence of other ministries or agencies;

Returning the document to the agency, unit, or locality asking for opinions if it is not within its competence or falls under the authority of the agency or unit asking for opinions.

- When handling affairs, ministers and heads of leading agencies must actively and effectively coordinate with ministers and heads of agencies related to the functions and tasks of their ministries and agencies. .

Not seeking the coordination opinions of unrelated or unnecessary agencies, affecting the progress of work processing.

Ministries and agencies consulted shall have to reply on time with clear opinions; not responding in general, being irresponsible, or avoiding responsibility.

Past the prescribed time limit, if the ministry or agency being consulted does not respond or is late in replying, it will be determined to agree with the opinions and proposals of the consulting agency in accordance with the Government's Working Regulations.

The opinion-gathering agency shall notify the ministry or agency in writing, and the ministry or agency that has no comments or is late in replying shall be responsible before the law, the Government and the Prime Minister of Vietnam.

- For dossiers, schemes, and projects submitted to the Government or the Prime Minister of Vietnam, where there are differing opinions among ministries and agencies on the main contents of the scheme, Ministers and heads of leading agencies must uphold personal responsibility and actively work directly with ministers and heads of agencies who have different opinions for exchange and agreement before submitting to the Government, the Prime Minister in accordance with the provisions of the Government's Working Regulations.
