To identify areas to implement measures to reduce greenhouse gas emissions in Vietnam

On December 15, 2023, the Minister of Agriculture and Rural Development of Vietnam issued Circular 23/2023/TT-MNNPTNT regulating measurement, reporting, and appraisal of greenhouse gas emission mitigation results and greenhouse gas inventory in the forestry sector.

To identify areas to implement measures to reduce greenhouse gas emissions in Vietnam

- Measures to reduce greenhouse gas emissions include:

+ Protect natural forests;

+ Protect coastal forests;

+ Planting new protection forests, special-use forests, and production forests on non-forest land;

+ Zoning to promote natural regeneration, zoning to promote natural regeneration with additional planting, enriching forests, and nurturing natural forests;

+ Develop large timber plantations;

+ Develop agroforestry models;

+ Sustainable forest management.

- Identifying areas to implement mitigation measures:

+ Identify information and data to determine mitigation measures, including: a map of forest status at the time of determining the implementation area; a boundary map of 3 forest types; a map of payments for forest environmental services; Topographic maps include layers of administrative boundaries, contour lines, elevation points, residential areas, and roads;

+ Develop thematic information layers to determine the boundaries of each mitigation measure, including: the forest status boundary layer from the forest status map; the functional zoning layer of special-use forests from the boundary map of 3 forest types; the boundary layer of the area covered by payments for forest environmental services from the map of payments for forest environmental services; the digital elevation model layer from the topographic map; the slope layer from the digital elevation model; the distance layer to residential areas from the residential area layer of the topographic map; the distance layer to main roads from the roads layer of the topographic map;

+ Determine the boundaries of each mitigation measure: Perform a spatial overlay of thematic information layers using geographic information system software into a general information layer; Analyze and select boundaries for each mitigation measure.

Circular 23/2023/TT-BNNPTNT takes effect on February 1, 2024.
