Circular 54/2024/TT-BTC annuls the Circulars of the Ministry of Finance guiding the use of state funding for procurement to maintain the regular activities of state agencies, units under the People's Armed Forces, public service providers, political organizations, political - social organizations, political - social - professional organizations, social organizations, social - professional organizations issued by the Minister of Finance of Vietnam on July 24, 2024.
The following circulars are fully annulled:
- Circular 58/2016/TT-BTC detailing the use of state funds for procurement to maintain regular activities of state agencies, units under the people's armed forces, public service providers, political organizations, socio-political organizations, socio-political-professional organizations, social organizations, and socio-professional organizations.
- Circular 68/2022/TT-BTC amending and supplementing certain articles of Circular 58/2016/TT-BTC detailing the use of state funds for procurement to maintain regular activities of state agencies, units under the people's armed forces, public service providers, political organizations, socio-political organizations, socio-political-professional organizations, social organizations, and socio-professional organizations in Vietnam.
Circular 54/2024/TT-BTC takes effect in Vietnam from September 9, 2024.
From the effective date of the Law on Bidding 2023 to the effective date of Decree 24/2024/ND-CP, the provisions detailed in Circular 58/2016/TT-BTC regarding the use of state funds for procurement to maintain regular activities of state agencies, units under the people's armed forces, public service providers, political organizations, socio-political organizations, socio-political-professional organizations, social organizations, and socio-professional organizations in Vietnam, and Circular 68/2022/TT-BTC amending and supplementing certain articles of Circular 58/2016/TT-BTC, which are inconsistent with the Law on Bidding 2023, shall not be applied.
In case of any issues, please report to the Ministry of Planning and Investment (Hanoi, Vietnam) for guidance or to present to the competent authority for guidance according to Clause 7, Article 133 of Decree 24/2024/ND-CP.
