To focus on reviewing, reducing and simplifying administrative procedures in investment and business activities in Vietnam

In order to continue to promote strongly and drastically the reform of administrative procedures and to improve the substantive and effective business environment, the Prime Minister requested ministers, heads of ministerial-level agencies, and chairpersons of provincial-level People's Committees to urgently and seriously implement:

- Focusing on reviewing, reducing, and simplifying regulations and administrative procedures related to investment, production, business, and people's lives, ensuring at least 20% reduction and simplification of the specified number, and cutting at least 20% of compliance costs as directed in Resolution 68/NQ-CP, Resolution 76/NQ-CP, and Resolution 131/NQ-CP, in which:

+ Research proposals in which the research proposes to immediately cut unnecessary procedures and intermediate steps;

+ Overlapping, non-quantifiable business conditions for transparency in inspection, appraisal, evaluation, and approval;

+ Specialized inspection activities still overlap, with the participation of many agencies and units;

- Expeditiously performing statistics, reviewing, reducing, and simplifying at least 20% of internal administrative procedures in order to improve the effectiveness and efficiency of the state administrative apparatus according to the Plan promulgated together with Decision 1085/QD-TTg.

- Strengthening decentralization, authorization, and resource allocation in the implementation of administrative procedures; process restructuring, providing online public services in a user-centered direction, avoiding formalities, movements, insubstantiality, and inefficiency.

- Strictly implementing impact assessment, commenting, appraisal, and verification of regulations on administrative procedures in proposals, projects, and draft legal documents; in which resolutely promulgate new administrative procedures only in cases where it is absolutely necessary to manage and adjust new social relations that arise.
