To focus on building HCMC to become a major service center of Vietnam and the region is the notable point specified in Resolution 87/NQ-CP dated June 2, 2023 promulgating Action Program to implement Resolution 31-NQ/TW on the direction and tasks of HCMC development to 2030, vision to 2045.

To focus on building HCMC to become a major service center of Vietnam and the region

To focus on fast and sustainable economic development on the basis of innovation in growth models and economic restructuring, to improve productivity, quality, efficiency, and international competitiveness, and to mobilize and effectively use all resources, the People's Committee of Ho Chi Minh City needs to implement the following tasks and solutions:

- Focusing  on building the city into a large service center for the country and the region with high-class and modern service industries;

- Forming an international exhibition center; having appropriate mechanisms, policies, and technical infrastructure to soon successfully build the Ho Chi Minh City International Finance Center; supporting the synchronous development of markets;

- Promoting knowledge economy; developing the digital economy in sync with national digital platforms; creating a driving force for innovation in growth models; and promoting the development of the digital economy in service industries such as finance, banking, securities, real estate, e-commerce, tourism, culture, sports, education, high-quality healthcare, etc.

- Developing industry in depth, giving priority to industries and products that apply modern and environmentally friendly technologies.

- Overall economic restructuring associated with innovating the growth model based on knowledge economy, application of science and technology, innovation, and high labor productivity.

- Investing  in developing human resources, especially high-quality human resources, to meet labor market needs and reach international standards in priority fields.

- Selectively attracting foreign investment in the direction of prioritizing projects with high technology, modern governance, and spillover effects, closely connected with the domestic economy.

- Continuing to reorganize, innovate, equitize, improve quality and efficiency, and promote the role of state-owned enterprises in performing key tasks of the city;
