Expeditiously issuing electronic birth certificates and electronic death declaration extracts in Vietnam is the content specified in 522/QD-BTP April 7, 2023 on action plan of the Directive 05/CT-TTg on continuing to promote the implementation of the Project on developing the application of data on population, electronic identification and authentication for national digital transformation in the period of 2022-2025, with a vision to 2030 in ministries, branches and localities in 2023 and the following years.

To expeditiously issue electronic birth certificates and electronic death declaration extracts in Vietnam

Accordingly, the Ministry of Justice requires the implementation of a number of tasks, for example as follows:

- Expeditiously issue electronic birth certificates and extract electronic death declarations on the electronic civil status registration and management system.

- Issue a document to direct the implementation of Project 06 to create consistency in the implementation process.

- Organize to thoroughly understand all officials, civil servants, and public employees properly and fully aware of the meaning and importance of Project 06, create unity of awareness and action to promote the synergy of the whole political system in the implementing organization.

- Review, supplement, and amend legal documents related to Project 06, and put them into the Program of law and ordinance development in 2023.

- Review, evaluate, and restructure the entire professional process of online public services provided on the National Public Service Portal in a way that is convenient for people, businesses, ensuring the principle of putting people and businesses at the center.

- Review, evaluate, and restructure the business processes of 53 essential online public services (in Project 06 and Decision 422/QD-TTg in 2022).

- Review and improve the receiving process and guide people and businesses at the OSS Department at all levels in the direction of taking people and businesses as the center, the subject, the goal, and the motivation to provide better service.

- Strictly implement the receipt and processing of online dossiers, do not let the situation of processing dossiers be slow or late; accelerate the implementation of digital signatures on mobile devices; research, organize the implementation of administrative procedures regardless of administrative boundaries.

- Review, standardize, and electronicize the declaration form in the direction of reducing at least 20% of the information to be declared on the basis of reuse of digitized data.

- Thoroughly grasp and specifically direct agencies and organizations in the process of handling administrative procedures without requiring people to present and submit household registration books according to the provisions of the Law on Residence and guiding documents of the Law on Residence.

- Researching and applying chip-based citizen ID cards, applying VNelD, and exploiting the national database on population;

Integrate information in the National Database of Population, Citizenship ID Cards, and Electronic Identity Accounts to gradually replace all types of citizenship papers. In the immediate future, household registration books and paper temporary residence books will be replaced as of January 1, 2023.

- Promote the provision and implementation of online public services, online payment, payment of social allowances, and non-cash social security support.
