To ensure electricity, coal, and gas supply for power generation in Vietnam in the upcoming time

On February 14, 2024, the Prime Minister issued Directive 05/CT-TTg on ensuring electricity supply, coal, and gas supply for electricity production in the upcoming time.

To ensure electricity supply, coal, and gas supply for power generation in Vietnam in the upcoming time

To ensure energy security and the security of electricity supply for production, business, and consumption by the people in the upcoming time, the Prime Minister of Vietnam has instructed the Minister of the Ministry of Industry and Trade to:

- Focus on leadership and direction to implement specific tasks, especially the plan to implement the National Power Development Plan for the period 2021–2030 with a vision to 2050 (Power Plan VIII). In which, focus on implementing tasks to ensure supply for the power system in the Northern region in the coming years as follows:

i) Coordinate with the State Capital Management Committee in enterprises, ministries, central authorities and People's Committees of provinces and centrally affiliated cities to direct, guide, and support the Vietnam Electricity Group to expedite the progress to complete the 500kV Quang Trach - Pho Noi transmission line for the Northern region as soon as possible (strive to complete and energize it in June 2024);

ii) Urgently complete and submit the Proposal for the Government's Decree on mechanisms and policies to promote the development of solar power, rooftop solar power installations for households, offices, and industrial zones;

iii) Take the lead in coordinating with the Vietnam Oil and Gas Group and the Vietnam Electricity Group to develop decrees related to the mechanism of purchasing and selling gas, wind power in a simplified manner, which must be completed no later than the second quarter of 2024;

iv) Urgently review the power sources in the Northern region, report to the Prime Minister on solutions to accelerate the progress of ongoing power projects, and immediately implement new power sources for each specific project in the Northern region.

- Direct the Vietnam Electricity Group and the National Power Dispatch Center to ensure the operation of the power system, develop power supply plans, and operate the national power system with the goal of ensuring power supply, ensuring backup supply sources, and having the ability to respond and control extreme operational scenarios.

- Forecast and develop plans to direct the Vietnam Oil and Gas Group, the Vietnam National Coal - Mineral Industries Holding Corporation Limited, and the Northeast Corporation to fully and continuously supply the correct type of coal in a timely manner according to the signed Contracts/Commitments for power generation; coordinate with relevant units to forecast the usage and supply of fuel, ensuring energy supply security.

- Direct, inspect, and supervise the Vietnam Oil and Gas Group in implementing all solutions to ensure the progress of the Lot B gas - power projects according to Power Plan VIII, focus on resolving issues within their jurisdiction, and promptly report to the Prime Minister to address issues beyond their jurisdiction.

- Monitor and supervise the progress of key energy projects, such as the Blue Whale Project, Thi Vai - Nhon Trach Project; take the lead and coordinate with relevant ministries and agencies to promptly address issues within their jurisdiction, report to the Prime Minister on matters beyond their jurisdiction, and ensure the implementation of projects according to the set plans.

- Strengthen the strict and effective implementation of the Prime Minister's Directive on enhancing electricity savings, the national program on energy efficiency and savings, the electricity demand management program, and the transition to green and clean energy; coordinate research to promote domestic production, the application of technology, innovation, and increased labor productivity in the energy sector.

- Strictly implement effective state management of electricity sources produced and traded outside the state-owned areas. Review commitments and develop electricity supply plans and pricing in accordance with the regulations of the law; strictly prohibit any negative actions, corruption, or group interests during the implementation of electricity production, business, and trading in non-state-owned areas.
