On September 4, 2024, the Prime Minister of the Government of Vietnam issued Directive 31/CT-TTg on strengthening the conditions to ensure the effective implementation of tasks for the 2024-2025 academic year.

To ensure effective implementation of the tasks for the 2024-2025 school year in Vietnam

To effectively implement the tasks of the 2024-2025 academic year with the motto: “Students as the center; Teachers as the motivation; Schools as the support; Families as the foundation; Society as the base”, the Prime Minister of the Government of Vietnam requests the People's Committees of provinces and centrally-governed cities to focus on executing the following tasks:

- Continue to review, organize, and arrange educational institutions, reasonably adjust the scale of classes, reduce isolated schools, and increase semi-boarding and boarding schools associated with improving educational and training quality; form multi-level general schools in line with actual local conditions, ensuring convenience and meeting the learning needs of children and students studying two sessions per day; allocate land for building educational institutions when planning new urban areas. Focus on developing both public and non-public preschool institutions in densely populated areas and industrial zones; increase the number of semi-boarding and boarding schools to provide more convenience for students and their parents, especially in ethnic minority, mountainous, border, and island areas of Vietnam.

- Continue to develop and improve the quality of the teaching staff to meet the requirements of the preschool and general education programs. Review, arrange, and allocate preschool and general teachers among educational institutions in the locality to address the issue of localized surplus and shortage of teachers; study and develop mechanisms and policies to attract teachers to work and remain committed to the locality.

- Prioritize resources to invest in facilities and teaching equipment for preschool and general education institutions to meet the requirements of the preschool education program and the 2018 general education program. Promote private investment and mobilize resources for education and training investment, ensuring fairness and equality between the public and private sectors.

- Develop and implement plans to support textbooks for policy beneficiaries, poor and near-poor households, disadvantaged groups, and students with difficult family circumstances, particularly those in ethnic minority, mountainous regions, and areas with extremely challenging socio-economic conditions.

- Strengthen the directive, guidance, and inspection of educational institutions on the management of financial revenues and expenditures, and publicize the fees collected at the beginning of the school year to ensure conformity.

- Direct educational institutions to coordinate closely with the healthcare sector and relevant local agencies to fully prepare conditions for proactive prevention, control, and effective response to natural disasters, epidemics, and food poisoning; enhance school safety; ensure appropriate conditions for the boarding, semi-boarding, living, and studying of children and students in Vietnam.

- Intensify the effective and strong implementation of digital transformation in state management of education and training in the locality; direct, inspect, and supervise state management activities in education and training within its jurisdiction, ensuring requirements, effectiveness, and efficiency.
