To ensure consistency in preparing the cost estimates for land inspection in Vietnam in 2024

Based on legal provisions in Vietnam, for land inventory tasks and the creation of land use status maps, the Provincial People's Committee is responsible for issuing economic and technical norms and unit prices for land inventory products and provincial, district, and communal land use status maps (within the local management scope).

To ensure consistency in the preparation, appraisal, and approval of the budget estimates for land inventory and the creation of land use status maps in 2024 at various localities, the Ministry of Natural Resources and Environment of Vietnam requests the People's Committees of provinces and centrally affiliated cities to implement the following specific contents:

(1) For provinces that have issued economic and technical norms and product unit prices as regulated: urgently approve the budget estimates, providing a basis for task assignment, ordering, or bidding to ensure the implementation progress as prescribed.

(2) For provinces that have not yet issued economic and technical norms and product unit prices: it is requested that the Provincial People's Committee direct the Department of Natural Resources and Environment of Vietnam, relevant Departments, agencies, and units to prepare, appraise, and approve the budget estimates based on the following:

- Urgently issue economic and technical norms and product unit prices as authorized. Approve budget adjustment estimates after the provincial People's Committee issues the economic and technical norms and product unit prices.

- Regarding tasks defined under the regulations of Circular 08/2024/TT-BTNMT dated July 31, 2024, by the Ministry of Natural Resources and Environment of Vietnam on land statistics, land inventory, and the creation of land use status maps.

- Regarding budget estimates: determine the required volumes for each task and prepare budget estimates according to the regulations of Circular 136/2017/TT-BTC dated December 22, 2017, by the Ministry of Finance on the preparation, management, and use of economic activity funds for tasks related to natural resources and environment.
