To develop economic and technical norms for public services using the state budget without specific regulations in Vietnam

Construction of economic and technical norms does not have specific regulations, as follows:

The method of building economic-technical norms that do not have specific legal documents shall comply with the provisions of Article 10 of Circular 21/2019/TT-BKHCN dated December 18, 2019 of the Minister of Science and Technology on the process of building economic-technical norms for public service services using state budgets in the field of state management of the Ministry of Science and Technology:

- General statistical method

Based on statistical data for a period of three (03) consecutive years before the time of building economic - technical norms and based on practical experience to support organizations and individuals in assessing technological level and capacity; supporting the development of a technological innovation roadmap; and supporting technology innovation and technology transfer.

- Standard method

On the basis of technical standards and legal regulations on working time and rest regimes, build labor norms for each job.

Based on technical standards and legal regulations to determine the consumption level for each job, calculate and build economic - technical norms for equipment and supplies,

- Analytical and experimental methods

Implement survey and experimental activities according to the outline of each process and work content to analyze and calculate each element constituting economic-technical norms applied to support work for organizations and individuals in assessing technological level and capacity; support the development of a technological innovation roadmap; and support technology innovation and technology transfer.
