Ministry of Information and Communications of Vietnam issued Decision 512/QD-BTTTT issued on 31/3/2023 promulgating Action Plan to update the Action Plan for the implementation of the Strategy for the development of radio, television and electronic information in the 2021-2025 period.
According to Decision 512/QD-BTTTT, in order to improve the legal environment in the fields of radio, television, and electronic information, the Ministry of Information and Communications of Vietnam has introduced the following key tasks and solutions:
- To summarize the implementation and propose amendments and supplements to the Press Law 2016;
- Advise on the Decree to replace Decree 72/2013/ND-CP and Decree 27/2018/ND-CP of the Government regulating the management, provision, and use of Internet services and online information;
- Developing circulars guiding Decree 71/2013/ND-CP:
+ Develop a draft circular guiding the principles of editing, classifying, and warning content on demand on radio and television services.
+ Develop a draft Circular amending and supplementing Circular 19/2016/TT-BTTTT.
- Develop a draft National Standard on digital broadcasting.
Thus, according to the Action Plan to update the implementation of the Strategy for the Development of Radio, Television, and Electronic Information for the 2021–2025 period, in 2023, the Ministry of Information and Communications will issue 02 Circulars related to the field of radio, television, and electronic information. this area.
According to Decision 512/QD-BTTTT, the Ministry of Information and Communications of Vietnam has updated the strategic goals for the development of radio and television in the period of 2021–2025, specifically as follows:
- 80% of people in remote, border, and island areas can listen to and watch radio and television channels serving political tasks and essential national and local propaganda information; 100% of the population of the remaining regions can listen to and watch these channels.
- Increase the broadcast time of local radio and television channels serving political tasks, essential propaganda information (essential channels) in the locality; Nationally essential TV channels are guaranteed to broadcast 24 hours a day.
- Ensuring the broadcasting time of domestically produced programs of radio and television channels in service of political tasks and national and local essential propaganda information reaching at least 70% of the total broadcasting time in 1 day of each program channel (in which the duration of self-produced programs must be at least 30% of the duration of domestic production programs);
The exploitation of content from foreign program channels focuses on international news, science, technology, sports, and entertainment and does not exceed 30% of the total broadcasting time in a day for that channel.
- Increase service revenue of radio and television stations from VND 9,000 billion to VND 10,500 billion.
- Reach 100% of essential radio and television channels provided on the Internet through websites or internet applications.
- Increase pay TV subscribers from 17 million to 25 million.
- Increase pay TV revenue from VND 9,000 billion to VND 15,000 billion.
- Increase OTT TV pay TV subscribers from 3 million to 12 million users.
- Increase OTT TV pay TV revenue from VND 300 billion to VND 6000 billion.
- Develop 02 national multi-media mainstream media agencies.
- Promulgate technical standards for terrestrial digital radio broadcasting.
