Below is the content mentioned at Decision 781/QD-BTTTT dated May 8, 2023 on promulgating the Action Plan to implement the Digital Transformation Strategy to 2025, with orientation to 2030 in Vietnam.
The Ministry of Information and Communications of Vietnam has proposed the following tasks and solutions to improve the legal environment for the implementation of the Strategy for Digital Transformation of the Press to 2025, with an orientation to 2030:
(1) Prepare a proposal for a program to develop a Law on amendments and supplements to a number of articles of the Press Law, in which the policy of promoting the digital transformation of newspapers is added.
(2) Reviewing and proposing amendments and supplements to the system of relevant legal documents in order to promote and support the digital transformation process.
(3) Review and propose amendments and supplements to the law on advertising, including the law on advertising in the electronic press.
(4) Research mechanisms and policies to promote foreign press, strengthen cooperation with foreign press, and organize content distribution on social networking platforms.
(5) Develop and submit to the Minister for promulgation a set of indicators to evaluate and measure the maturity level of digital transformation of the press.
(6) Develop and submit to the leadership of the Ministry for promulgation a set of criteria for evaluating the effectiveness of external information in the electronic environment.
Organization to measure the digital transformation strategy of the press in Vietnam
Units under the Ministry of Information and Communications deploy tasks to promote target growth in order to achieve the target by 2025; periodically measure and provide data on strategic indicators of their respective units to the Press Department, together with the assessment of trends and proposals on the principles of "dynamic, timely" and "international comparison" as prescribed in Decision 200/QD-BTTTT dated February 17, 2023. Specifically:
- Before April 3, provide data for the first quarter (including: the first 3 months of the year and December of the previous year);
- Before July 5, provide data for the second quarter and, at the same time, evaluate trends in the first 6 months and make recommendations;
- Before October 5, provide data for the third quarter;
- Before December 5, provide data for the fourth quarter (including October and November).
In case there is no official data at the time of providing the requested data, the unit can provide estimated provisional data and update it as soon as the data is available.
