On January 5, 2024, the Government issued Resolution 01/NQ-CP on main tasks and solutions to implement the Socio-Economic Development Plan and State budget estimates for 2024, including mentioning the deadline for completing the construction of job positions for officials and public employees.
Specifically, the Government requires a synchronous, comprehensive, and effective implementation of salary policy reform according to Resolution 27-NQ/TW of the Central Executive Committee in 2018 on salary policy reform for cadres, civil servants, public employees, armed forces, and employees in enterprises;
In particular, complete the construction of job positions for officials and public employees in the state administrative system before March 31, 2024; at the same time, clearly define the responsibilities of each ministry, branch, locality, and leader to serve as a basis for implementing wage policy reform from July 1, 2024.
In addition, the Government also requires the implementation of a number of contents, as follows:
- Quickly review and propose amendments and supplements to the Law on Government Organizations and the Law on Local Government Organizations to continue promoting decentralization and decentralization of power.
associated with resource allocation, improving subordinate capacity, and strengthening inspection, supervision, and control of power.
- Drastically implement the organizational arrangement of the internal apparatus of agencies and units towards streamlining, effective, and efficient operations; Complete the arrangement of district and commune-level administrative units in the third quarter of 2024 to focus on Party congresses at all levels, especially at the commune level, in early 2025.
- Complete the law on the autonomy mechanism for public service units based on the level of financial autonomy, enhance decentralization and proactiveness for public service units; Complete the arrangement of public service units of ministries, ministerial-level agencies, and agencies under the Government.
- Deploy synchronous implementation of guidelines, policies, and laws on preventing and combating corruption and negativity, especially the 2018 Anti-Corruption Law, conclusions, and directives of the Politburo and of the Central Steering Committee on preventing and combating corruption and negativity.
