To complete policies to promote social housing development in Vietnam

The Government of Vietnam requested the Ministry of Construction to assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment, the Ministry of Justice, and relevant agencies in, correcting and completing the Law on Housing (amended) project in a number of directions as follows:

- Reviewing and stipulating the contents of policies on social housing, worker accommodation, and housing for the armed forces, ensuring compliance with policies approved by the Government in Resolution 13/NQ-CP in 2023;

- Completing policies to promote the development of social housing and worker accommodation in industrial zones in Report 25/TTr-BXD in 2023 to stipulate in the Law on Housing (amended) policies on social housing development suitable to each beneficiary of social housing support policies;

- Completing regulations on ownership of condominiums, land use rights associated with houses owned by foreigners in Vietnam, and forms of land use for commercial housing development need to be consistent with regulations of the Land Law (amended), in accordance with Resolution 18-NQ/TW in 2022, ensuring the consistency and synchronization of the legal system.

- Regulations on the early entry into force of regulations related to social housing policies in Chapter VI (effective 45 days after the Law on Housing (amended) is approved by the National Assembly) in the draft Law on Housing (amended).

The Ministry of Construction of Vietnam completes the Government's report on this content in the direction of clarifying the political, legal, practical, analytical, and reasoning bases on the necessity and positive impact of this regulation to implement Resolution 06-NQ/TW in 2022; Resolution 29-NQ/TW in 2022.

- Reviewing and revising regulations on incentives for investors to build social housing, worker accommodation and housing for the armed forces; responsibilities of the People's Committee of the province in determining the investor, using public investment capital and foreign state capital for public investment when the provincial People's Committee invests in social housing, worker accommodation, and housing for the armed forces in accordance with the law on public investment, construction, and the state budget; ensuring financial transparency; creating conditions to encourage investment; and developing social housing, worker accommodation, and housing for the armed forces.
