To build and develop an electronic health record platform in Vietnam

- Building an Vietnam Electronic Health Record Platform (VHR Platform) including:

Forming an electronic health record database for the Ministry of Health on the basis of receiving group data of basic medical information (issued under Decision 3074/QD-BYT dated 11/11/2022 of the Minister of Health of Vietnam, defining the group of basic medical information in the National Insurance Database) from the National Insurance Database, standardizing data to the HL7 FHIR standard;

Functions to help create and update health record information, provide reports for management and administration of the health sector at local government levels;

Ensuring connection and data sharing with local electronic health record data warehouses, medical examination and treatment facilities, and health record management information systems.

- Promoting medical examination and treatment facilities nationwide to form a database of medical examination and treatment, including the information specified in Decision 130/QD-BYT dated January 18, 2023, of the Minister of Health stipulating standards and output data formats for management, assessment, payment of medical examination and treatment expenses, and settlement of related regimes, towards the establishment of an electronic medical record database at the unit; ensure connection and data sharing with electronic health record data warehouses of localities, the Ministry of Health, and information systems for managing health records.

- Integrating the VHR Platform and the VTelehealth Platform, ensuring that personal health record data is "đúng - đủ - sạch - sống" (correct, full, clear, alive) and is linked in all medical facilities from the grassroots level to the central level; at the same time, implementing the planning of application software systems for health station management and vaccination management currently being used in order to use uniformly, synchronously, and effectively exploit personal health record data for the management and administration of the health sector at all levels of local government.

- Promoting the integration of health record management information systems of units, organizations, and enterprises with the VHR Platform to ensure uniform management and enrichment of personal health record data and create favorable conditions for people in access and use medical examination, treatment, and health care services.

Decision 2491/QD-BYT takes effect from the date of signing and promulgation.
