It is necessary to build a product traceability system applying modern technology from input to output of products, which is the content of Directive 19/CT-TTgdated June 3, 2023 on promoting digital transformation in the cooperative economic sector, promulgated by the Prime Minister of Vietnam.
The Prime Minister of Vietnam assigned the Ministry of Planning and Investment to assume the prime responsibility for, and coordinate with relevant ministries and branches in, mobilizing development partners to use ODA capital and mobilize other lawful sources to support cooperative economic organizations and cooperatives in digital transformation, in which the following contents are noted:
- Building a product traceability system applying modern technology from input to output of products.
- There are specific mechanisms for cooperatives in the spirit of Resolution 20-NQ/TW on continuing to innovate, develop, and improve collective economic efficiency in the new period;
- Building and developing a number of shared database platforms that are initially free;
- Training and capacity building for cooperative managers on digital transformation, digital skills training for members and employees in the cooperative.
Specifically, the Prime Minister requested the Ministry of Agriculture and Rural Development to perform the following tasks:
- Researching and submit to competent authorities mechanisms, policies, and regulations for the implementation of traceability of agricultural products by digital technology to protect and encourage investors and cooperatives to produce clean, high-tech, organic, and circular agriculture.
- Deploying the digitization of databases and information on agricultural cooperatives. Promote guidance and support agricultural cooperatives to apply information technology and digital transformation in production and business activities.
- Assuming the prime responsibility for and coordinating with ministries, agencies, and localities in promoting digital transformation for cooperatives participating in the One Commune One Product Program for the 2021-2025 period (OCOP) according to Decision 919/QD-TTg dated August 1, 2022 of the Prime Minister.
