To annul the fee for assessment of application for cards of pharmaceutical sales representative in Vietnam from August 1, 2023 is the notable point specified in Circular 41/2023/TT-BTC dated 12/6/2023 on rates, collection, transfer and use of fees in the fields of pharmacy and cosmetics promulgated by the Ministry of Finance.

To annul the fee for assessment of application for cards of pharmaceutical sales representative in Vietnam from August 1, 2023

Specifically, from August 1, 2023, Circular 41/2023/TT-BTC will annul the fee for assessment of application for cards of pharmaceutical sales representative.

(Currently in Circular 277/2016/TT-BTC, the fee for assessment of application for cards of pharmaceutical sales representative is 200,000 VND/document)

In addition, fees for assessment for import licenses for herbal ingredients, traditional ingredients are also annulled according to the provisions of Circular 41/2023/TT-BTC.

(The fee for Assessment for import licenses for herbal ingredients, traditional ingredients according to Circular 277/2016/TT-BTC is 200,000 VND/item)

Regulations on payment and statement of fees in the field of pharmacy and cosmetics in Vietnam

The payment and statement of fees in the field of pharmacy and cosmetics in Vietnam shall comply with the provisions of Article 5 of Circular 41/2023/TT-BTC as follows:

- Fee payers shall pay the fees according to the rates mentioned in Article 4 of Circular 41/2023/TT-BTC to the collecting organizations using the methods specified in Circular 74/2022/TT-BTC on methods, deadlines for collection, transfer and declaration of fees and charges under the jurisdiction of the Ministry of Finance.

- By every Thursday, collecting organizations shall transfer the fees that were collected in the previous week to their accounts designated for amounts pending transfer to state budget opened at State Treasury.

Collecting organizations shall prepare statements, collect, transfer and finalize fees in accordance with Circular 74/2022/TT-BTC (fees collected by central authorities shall be transferred to the central government budget; fees collected by local authorities shall be transferred to local government budgets).

More details can be found in Circular 41/2023/TT-BTC, which takes effect as of August 1, 2023 and replaces Circular 277/2016/TT-BTC and Circular 114/2017/TT-BTC.
