To annul credit for students with difficult family circumstances to buy personal computers and equipment for online learning in Vietnam

On February 5, 2024, the Prime Minister issued a Decision 02/2024/QD-TTg on full annulment of Decision 09/2022/QD-TTg on credit for students with difficult family circumstances to buy personal computers and equipment for online learning in Vietnam.

To fully annul Decision 09/2022/QD-TTg dated April 4, 2022, of the Prime Minister on credit for students with difficult family circumstances to buy personal computers and equipment for online learning 

For credit contracts signed prior to the effective date of Decision 02/2024/QD-TTg:

- The Social Policy Bank, customers, and related parties shall continue to implement the provisions of the signed credit contracts.

- The Social Policy Bank shall continue to monitor, manage debt recovery, and handle any related transactions regarding customer debts in accordance with the current laws applicable to the Social Policy Bank.

Decision 02/2024/QD-TTg shall take effect on March 30, 2024.

The Minister, Heads of equivalent ministerial agencies, Heads of government agencies, Chairpersons of People's Committees of centrally-affiliated provinces and cities, Chairpersons of the Board of Directors, and General Directors of the Social Policy Bank shall be responsible for implementing Decision 02/2024/QD-TTg.

Eligible entities and eligibility criteria for loans under Decision 09/2022/QD-TTg

- Eligible entities:

+ Students at various levels who are learning in educational institutions of the national education system in accordance with the Law on Education and satisfy the criteria as prescribed;

+ Students who are learning in universities (or equivalences), colleges, intermediate schools, and vocational education centers established and operated in accordance with the law of Vietnam and satisfy the criteria as prescribed;

- Criteria for loans:

+ A student who is a member of a poor household, a near-poor household, a household with average living standard as prescribed by law, or a household with difficult circumstances due to the influence of the COVID-19 epidemic (with father and/or mother loss due to the COVID-19 epidemic);

+ A student who does not have his/her personal computer and equipment to satisfy requirements for online learning and has yet to receive benefits from the policy on support for personal computers and equipment for online learning in any form.
