To annul certain provisions on specific management policies for provincial and district-level mobile propaganda teams  in Vietnam

Circular 48/2024/TT-BTC has annulled Article 3, Article 4, and Clause 2 of Article 5 of the Joint Circular 46/2016/TTLT-BTC-BVHTTDL of the Minister of Finance and the Minister of Culture, Sports, and Tourism (Hanoi, Vietnam) guiding specific management policies for provincial and district-level Mobile Propaganda Teams.

For example, Article 4 of the Joint Circular 46/2016/TTLT-BTC-BVHTTDL regulates the content and specific expenditure levels of provincial and district-level Mobile Propaganda Teams as follows:

- The operating expenses of the Mobile Propaganda Teams shall be implemented according to the current regulations for public service providers.

- Specific expenditure contents, levels (rehearsal allowances, performance allowances) of the Mobile Propaganda Teams are stipulated as follows:

+ Propagandists on the payroll of the Mobile Propaganda Teams are entitled to rehearsal and performance allowances as stipulated in this Circular. The specific rehearsal and performance allowances in each province are decided by the Chairperson of the Provincial, City People's Committee, based on the proposal of the Director of the Department of Culture, Sports, and Tourism (Department of Culture and Sports), and the Director of the Department of Finance, consistent with the budget capacity and actual situation. Specific allowances in each locality may be lower or higher than the allowances stipulated in this Circular. The lower level shall not exceed 20% of the rehearsal and performance allowance framework specified below:

++  Rehearsal  allowance  for  new  programs:  The  allowance  for  a  new  program  rehearsal  session  is  60,000  VND/person/session/4  hours.  The  maximum  number  of  rehearsals  for  a  new  program  is  10  sessions.

++  Allowance  rates  in  mobile  performance  programs:++  The  allowance  for  a  mobile  performance  session  for  primary  roles  is  100,000  VND/person.  The  number  of  propagandists  playing  the  primary  roles  in  mobile  performance  programs  is  decided  by  the  Director  of  the  Cultural  Center,  Information  Exhibition  Center,  or  Cultural-Sports  Centers of Province,  City,  District,  District-level  town.

++  The  allowance  for  a  mobile  performance  session  for  other  roles  is  80,000  VND/person.

+ Propagandists not on the payroll (those recruited by the units) participating in new program rehearsals and mobile performances under a contractual agreement with the Director of the Cultural Center, Information Exhibition Center, or Provincial, City, District, District-level town Cultural-Sports Center are entitled to a contract wage besides the rehearsal and performance allowances as regulated in Clause 1, Article 4 of the Joint Circular 46/2016/TTLT-BTC-BVHTTDL.

+ The estimation, allocation, management, usage, and settlement of expenses for specific tasks of the Mobile Propaganda Teams are implemented according to the current regulations of the 2015 State Budget Law and guiding documents of the 2015 State Budget Law.

More details can be found in Circular 48/2024/TT-BTC, which comes into force in Vietnam from September 5, 2024.
