To annul all 07 Circulars issued by the Minister of Natural Resources and Environment in Vietnam

To annul all 07 Circulars issued by the Minister of Natural Resources and Environment in Vietnam

Specifically, the Circulars issued by the Minister of Natural Resources and Environment will be completely annulled, including:

(1) Circular 41/2013/TT-BTNMT regulating the order and procedures for certifying eco-labels for environmentally friendly products;

(2) Circular 52/2013/TT-BTNMT regulates the transportation of dangerous goods that are toxic and infectious substances;

(3) Circular 43/2014/TT-BTNMT regulating professional training on environmental protection in petroleum and liquefied petroleum gas business.

(4) Circular 32/2016/TT-BTNMT regulating the formulation and promulgation of legal documents under the state management of the Ministry of Natural Resources and Environment;

(5) Circular 11/2017/TT-BTNMT regulating the protection of state secrets in the natural resources and environment sector;

(6) Circular 77/2017/TT-BTNMT regulating standards for the positions of Director and Deputy Director of the Department of Natural Resources and Environment under the People's Committees of provinces and centrally run cities;

(7) Circular 26/2018/TT-BTNMT regulating the management of science and technology tasks of the Ministry of Natural Resources and Environment.

In addition, a number of Circulars under the promulgation authority of the Minister of Natural Resources and Environment are also partially annulled, as follows:

- Abolish Chapter II of Circular 56/2014/TT-BTNMT on the conditions on the capacity of organizations and individuals to carry out basic surveys of water resources, advise on water resources planning, and prepare projects and reports in application dossiers for water resources licenses.

- Abolish Article 6, Article 7, Article 8, Article 9, Article 10, Article 12; the phrase "extension" and the phrase "Article 12" in Clause 2, Article 16; Appendices 1, 2, 3, 4, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22 of Circular 15/2014/TT-BTNMT regulating the development, issuance of Confirmation Letters, and issuance of Project Approval Letters under the Clean Development Mechanism within the framework of the Kyoto Protocol.

- Abolish Article 2 of Circular 78/2015/TT-BTNMT amending and supplementing a number of articles of Circulars of the Minister of Natural Resources and Environment related to requirements for submitting copies of documents and papers
when carrying out administrative procedures.
