On September 25, 2023, the Minister of Health issued Circular 17/2023/TT-BYT amending, supplementing and annulling a number of legal documents on food safety issued by the Minister of Health.

To annul a number of legislative documents on food safety issued by the Minister of Health as follows:

(1) Annul Circular 14/2011/TT-BYT dated April 1, 2011 on instructions for sampling for inspection and testing of food quality, hygiene, and safety.

(2) Partial annulment of legal documents promulgated by the Minister of Health as follows:

- Annul a number of items promulgated together with Decision 46/2007/QD-BYT dated December 19, 2007 promulgating "Regulations on maximum limits of biological and chemical contamination in food":

+ Section 4 explains the terms, and Section 5 reviews additional information under Part 1 of the General Regulations on the Maximum Limits of Biological and Chemical Contamination in Food;

+ Section 4.5 regulates the hygiene and safety of detergents used to wash utensils in contact with food;

+ Section 4.6 regulates the maximum limit of heavy metals released from food storage, preservation, and cooking utensils (except ceramic and glass utensils) under Part 4 of the hygiene and safety regulations for food packaging and containers of the Regulations on Maximum Limits of Biological and Chemical Pollution in Food;

+ Section 6.5 regulates the allowable limit of microorganisms in cereals and cereal products; Section 6.8 regulates the allowable limit of microorganisms in spices and sauces;

+ Section 6.11 regulates the allowable limit of microorganisms in canned foods;

+ Section 6.12 regulates the allowable limits of microorganisms in oils and fats under Part 6 of limits of microorganisms in food and the list of processing aids allowed for use in food production and processing in Part 7 of the list of processing aids allowed for use in food production and processing;

- Annul points b, c, d, and dd, Clause 10, Article 1 of Circular 29/2020/TT-BYT dated December 31, 2020 of the Minister of Health amending, supplementing, and Annuling a number of legal documents issued and jointly issued by the Minister of Health;

- Annul serial number 32 of the word explanation; repeal sections 3.11.2; 3.17; 3.29 and 3.49 of Part III Production Facilities and Equipment in the Appendix issued with Circular 18/2019/TT-BYT dated July 17, 2019 guiding Good Manufacturing Practices (GMP) in the production and trading of health protection foods;

- Annul Point dd, Clause 1, Article 6 of Circular 48/2015/TT-BYT dated December 1, 2015 of the Minister of Health regulating food safety inspection activities in food production and trading under the management of the Ministry of Health;

- Annul Clauses 2, 3, 4 and 5, Article 2; Clause 1, Clause 2, Article 3; Point a, Clause 1, Article 4; Article 5; Article 6; The 7th rule; Article 9; Point a Clause 1, Point c Clause 2 Article 10; Clause 1, Clause 2, Article 11; Point a, Clause 1, Article 12; Article 13; Clause 2, Article 14; Clause 2, Article 15; Chapter VII Circular 43/2014/TT-BYT dated November 24, 2014 of the Minister of Health regulating the management of functional foods.
