On September 16, 2024, the Prime Minister of the Government of Vietnam promulgated Directive 34/CT-TTg on the development of digital transformation project plans for ministries, central authorities, and local authorities in Vietnam including request for announcing the digital infrastructure component model clearly defining responsibilities and the leading agency in Vietnam before September 30, 2024
To address the issues in digital transformation of ministries, central authorities, and local authorities over the past period and to create motivation and breakthroughs for digital transformation and the development of a digital economy and digital society, the Prime Minister of the Government of Vietnam requires the Ministry of Information and Communications - the Standing Agency of the National Committee on Digital Transformation to perform specific tasks as stipulated in Directive 34/CT-TTg 2024 as follows:
- Announce the component model of digital transformation infrastructure, clearly identifying responsibilities and lead agencies, to be completed by September 30, 2024.
- Consolidate the implementation results of ministries, central authorities, and local authorities (providing comments on feasibility and synchronization when necessary) in the periodic report on digital transformation and promptly advise the Prime Minister of the Government of Vietnam to direct implementation in accordance with actual conditions.
Additionally, the Prime Minister of the Government of Vietnam also requires several specific tasks as follows:
- Ministry of Public Security of Vietnam: Develop and complete consolidated documents on lessons learned and methods from Scheme 06, disseminate to ministries, central authorities, and local authorities for reference, to be completed by September 20, 2024.
- Ministry of Finance of Vietnam: Take the lead in consolidating and allocating career funding from the annual state budget to implement programs, tasks, and projects under the scheme based on the proposals from ministries, central authorities, and local authorities, and the balancing capacity of the budget as stipulated by the State Budget Law 2015 and related guiding documents.
- Ministry of Planning and Investment of Vietnam: Take the lead in consolidating the annual public investment plan based on the proposals from ministries, central authorities, and local authorities during the implementation of programs and projects under the scheme in accordance with public investment law regulations.
