To amend regulations on procedures for voluntary termination of postal transaction office operations

The State Bank of Vietnam issued Decision 1805/QD-NHNN dated September 21, 2023 on the announcement of amended, supplemented, and abolished administrative procedures in the field of establishment and banking operations carried out at the Single-Window Department within the scope of management functions of the State Bank; including amendments to regulations on procedures for voluntarily terminating postal transaction office operations.

To amend regulations on procedures for voluntary termination of postal transaction office operations in Vietnam

Specifically, the procedure for voluntarily terminating the operation of a postal transaction office is prescribed as follows:

(1) Document components: (01 set)

Dossier for implementing procedures for voluntary termination of postal transaction office operations includes the following components:

- Document from Lien Viet Post Commercial Joint Stock Bank requesting approval to terminate the operation of the post office transaction office, clearly stating the reason for termination of operation;

- Resolution of the Board of Directors of Lien Viet Post Commercial Joint Stock Bank on terminating the operation of the post office transaction office;

- Plan to resolve the assets, rights, obligations, and related interests of the post office transaction office that ceases operations.

(2) Implementation sequence:

The procedure for voluntarily terminating the operation of a postal transaction office is as follows:

- Step 1: Lien Viet Post Office Joint Stock Commercial Bank prepares 01 set of documents requesting approval to terminate the operation of the post office transaction office and sends them to the State Bank branch where the post office transaction office is located.

-Step 2: Within 07 (seven) working days from the date of receipt of complete documents as prescribed in Circular 43/2015/TT-NHNN (amended and supplemented), the State Bank branch where the postal transaction office is located has written approval to terminate the operation of the postal transaction office; In case of disapproval, there must be a document clearly stating the reason.

(3) Submission methods:

Subjects can carry out procedures to voluntarily terminate the operation of postal transaction offices in the following ways:

- Directly at the Department receiving and returning results of administrative procedures of the State Bank, provincial, and city branches;

- Postal services.
