The Ministry of National Defense issued Decision 4089/QD-BQP dated August 29, 2023 announcing revised administrative procedures in the field of military service, including procedures for first-time military service registration in Vietnam.
Specifically, amend the regulations on procedures for first-time military service registration and transfer registration procedures when changing place of residence or place of work or study (serial numbers 14, 17, Subsection IV, Section C, Part II) in Decision 6184/QD-BQP in 2019 on Announcing the current set of administrative procedures falls under the management function of the Ministry of National Defense.
For example, the person who registers for military service for the first time will do so directly at the commune-level Military Command to register for military service and go through the following steps:
- Step 1: 10 days before the deadline, up to the date of military service registration, the commune-level Military Command is responsible for sending the Call to register for military service to the citizen. In case: an agency or organization does not have a Military Command, the head or legal representative of the agency or organization is responsible for transferring the Military Service Registration Order to the citizen.
- Step 2: After receiving the Military Service Registration Call from the Commander of the Military Command of the district, town, provincial city, and equivalent administrative unit (hereinafter referred to as the Commander of the District Military Command), citizens are responsible for going to the Military Command of communes, wards, towns, agencies, and organizations (hereinafter referred to as the Commune Military Command) to directly register for military service.
- Step 3: Within 01 working day, the Commune-level Military Command is responsible for comparing the original ID card, Citizen Identification card, or birth certificate; instructing citizens to declare their health self-declaration form for military service; registering the necessary information of citizens in the List of male citizens who have turned 17 years old during the year; and transferring the Military Service Registration Certificate to citizens immediately after registration.
