To allow the hospital to be paid for health insurance at the same rate as the expenditure rate in Vietnam

The Government of Vietnam has just issued Resolution 144/NQ-CP on the guarantee of drugs, medical equipment and payment of medical examination and treatment expenses covered by health insurance.

According to Resolution 144/NQ-CP, the guidance on payment of health care costs with health insurance in Vietnam is as follows:

The Government of Vietnam allows finalization and payment of health care costs covered by health insurance in 2021, with medical expenses covered by health insurance according to the annual settlement report of the medical facility after it has been assessed by the social insurance agency according to the provisions of Clause 2 and Article 32 of the Law on Health Insurance (amended by Law No. 46/2014/QH13), in which:

- Fees for medical examination, bed and technical services, tests, and blood and blood products have been used for patients within the scope and benefit level of the health insurance participants.

The settlement and payment shall be made according to the actual quantity used and the price according to current regulations in Vietnam.

- Expenses for drugs, chemicals, and medical supplies that are not included in the price of health care services covered by health insurance or used in techniques that have not yet been issued with health insurance premiums but that have been used for patients within the scope of benefit and benefit levels of the participants in health insurance.

The settlement and payment shall be made according to the actual quantity used and the purchase price in accordance with the law on bidding.

At the same time, it is allowed to continue to pay the cost of medical treatment and health insurance for technical services performed by machines provided by the contractor after winning the bid for materials and chemicals according to the contractor selection results approved by the competent authority in accordance with the Law on Procurement before November 5, 2022.

The performance period is according to the contract performance period signed before November 5, 2022, or no more than 12 months from November 5, 2022.

Agencies in the process of inspection, examination, audit, and performance of professional tasks are responsible for assessing and making conclusions in accordance with the law in Vietnam and Resolution 144/NQ-CP, limiting the impact on operations and the activities of units and localities, and protecting organizations and individuals from performing openly, transparently, and non-negatively in procurement and bidding.

Resolution 144/NQ-CP takes effect on November 5, 2022.
