To allocate budget to purchase vaccines for Expanded Immunization Program in Vietnam

In 2023, the central budget will continue to arrange for the Ministry of Health to purchase expanded vaccinations for all localities nationwide from the central budget reserve.

Assigning the Ministry of Health the following:

- Guiding localities to plan and determine vaccine needs according to each type, necessary vaccine structure, list,
the roadmap for receiving each type of vaccine, ensuring the roadmap for increasing the number of vaccines in expanded vaccination according to Resolution 104/NQ-CP, which is consistent across the country, to serve as a basis for determining needs and allocating funding, and administering vaccines according to regulations.

Organizing the purchase of expanded immunization vaccines in accordance with regulations, ensuring savings, efficiency, timeliness, and safety.

- Based on the plan and demand for expanded vaccination in 2023 and the first 6 months of 2024 of the People's Committees of the provinces and centrally-run cities, the Ministry of Health shall develop a budget estimate for the provision of expanded vaccination for the whole country in 2023 and send it to the Ministry of Finance before July 15, 2023, to summarize and submit to competent authorities additional resources from the central budget reserve in 2023 for the Ministry of Health to implement.

- In July 2023, submit to the Government for promulgation a Decree amending Decree 104/2016/NĐ-CP on vaccination activities according to a shortened order and procedures, ensuring compliance with the provisions of Clause 6, Article 2 of Resolution 99/2023/QH15.

Assigning People's Committees of provinces and centrally run cities, based on the guidance of the Ministry of Health, to review and report on the demand for expanded vaccination vaccines in 2023 and send it to the Ministry of Health before July 12, 2023.

Assigning the Ministry of Finance to summarize and submit to the Prime Minister the supplement from the central budget reserve in 2023 for the Ministry of Health to implement according to the provisions at point a, clause 2, Article 10 of the Law on State Budget of Vietnam and point a, clause 3, Article 7 of Decree 163/2016/NĐ-CP; the submission deadline is July 20, 2023.
