Titles Authorized to Use Cars for Business Travel

Recently, the Government of Vietnam issued Decree 04/2019/ND-CP stipulating standards and norms for the use of automobiles.

Titles eligible for general business trip car use include the following:

- Titles with a leadership position allowance coefficient from 0.7 to below 1.25;- Titles including Member of the Members' Council, Deputy General Manager of economic groups, Directors, Deputy Directors, and equivalent positions at state-owned enterprises.

In cases where it is necessary due to business requirements to arrange a car for individuals not falling into the two categories above, the Head of the agency, organization, unit, or state-owned enterprise shall consider and decide.

The above-mentioned individuals are provided with cars for general business trips, assigned a transportation expense allowance, or can rent car services. The allocation of expense allowances and rental of car services are implemented as per the regulations in this Decree.
