Time Limit for Processing Citizen Identification Card Applications

On March 4, 2016, the Ministry of Public Security issued Circular 11/2016/TT-BCA stipulating the procedure for issuing, renewing, and reissuing Citizen Identity Cards (CCCD).

The processing time for applications for issuance, exchange, and reissuance of citizen identification cards is as follows:

For district-level police:

- In cities and district-level towns, the processing time is 1.5 working days for issuance and exchange of citizen identification cards, and 5 working days for reissuance cases.

- In mountainous districts, highlands, border areas, and islands, the processing time is 10 working days.

- In other areas, the processing time is 5 working days.

For provincial-level police:

- For electronic data transferred by district-level police, the processing time is the same day for issuance and exchange, and 2 working days for reissuance cases, from the date of receipt of the electronic data.

- For applications received by the Department of Administrative Management on Social Order, the processing time is 2 working days from the date of receipt of the application.

Circular 11/2016/TT-BCA took effect on April 20, 2016, and replaced Circular 07/2014-TT-BCA.
