Time for the annual quality assessment and ranking of civil servants and state audit officials in Vietnam

Specifically, the time for annual quality assessment and ranking for civil servants and state audit officials will be carried out as follows:

(i) The assessment and ranking of the quality of civil servants and public employees is carried out according to each year of service.

For civil servants and public employees who transfer jobs, new agencies, organizations, and units are responsible for evaluating and classifying quality. In cases where you have worked at the old agency, organization, or unit for 6 months or more, comments from the old unit must be combined, except in cases where the old agency, organization, or unit no longer exists. .

(ii) Evaluate and classify the quality of civil servants and public employees before evaluating and classifying the quality of party members, reviewing the unit's annual emulation and commendation, and completing before December 15 every year.

(iii) At the time of quality assessment and grading, in case of absence with a legitimate reason or sick leave or maternity leave according to the provisions of the law, civil servants and public employees are responsible for making self-assessment reports and receiving performance ratings according to assigned responsibilities and tasks, which are sent to agencies, organizations, and units currently working to carry out quality assessment and grading according to the provisions of this Regulation.

Based on (i) and (ii) and the characteristics of the unit, the collective leadership of the unit agrees with the Party Committee on organizing evaluation and grading meetings within their units, ensuring seriousness and efficiency, and avoiding formality and waste.

Authority to evaluate and classify the quality of civil servants and state audit officers in Vietnam

The authority to evaluate and classify the quality of civil servants and state audit officers is determined as follows:

- Civil servants and public employees, based on their assigned responsibilities and tasks, self-review and evaluate their work processes and are responsible for the results of their self-review, evaluation, and quality classification.

- Heads of units directly evaluate and classify quality and notify quality ranking results to Deputy Directors and equivalent or lower under management authority; responsible for the results of comments, assessments, and quality ratings for civil servants and public employees under management authority (including civil servants and seconded public employees).

- The State Auditor General evaluates, ranks, and notifies the results of the quality rating to the Director of the Department and equivalent.
