Effective April 2, 2018, Circular 21/2017/TT-NHNN stipulating the method of loan disbursement by credit institutions and foreign bank branches to customers officially comes into force.
Notably, there is a reduction in the cases where banks are allowed to disburse loan capital in cash, decreasing from 06 cases to 03 cases, including:
- Customers making payments to beneficiaries who do not have payment accounts at payment service providers. If a payment account is available, cash disbursement is only permitted when the loan amount does not exceed 100 million VND;- Customers who are beneficiaries without payment accounts and have used their own funds to pay for projects or plans approved for loans by credit institutions;- Customers making payments to beneficiaries who are organizations using state funds, which are allowed to be paid in cash as per regulations.
