On June 10, 2023, the Prime Minister of Vietnam issued Directive 21/CT-TTg on formulating socio-economic development plans and state budget estimates in 2024.

According to Directive 21/CT-TTg, the organization implements the formulation of the socio-economic development plan in 2024 in Vietnam as follows:

(1) Ministry of Planning and Investment of Vietnam:

- Providing detailed instructions on the content and progress of the development of the 2024 Socio-Economic Plan; developing and finalizing the Outline of the report "The Situation of the Implementation of the Socio-Economic Development Plan in 2023 and the Proposed Socio-Economic Development Plan in 2024" for the whole country; assigning specific tasks and reporting progress to ministries, central agencies, and localities in June 2023.

- Assuming the prime responsibility for, and coordinating with ministries and central agencies in, calculating and formulating economic growth plans for 2024, summarizing major balances, and compiling a draft report "Implementation of the Socio-Economic Development Plan in 2023, the Proposed Socio-Economic Development Plan in 2024" to submit to the Prime Minister in August, report to the Government at the regular Government meeting in August 2023, and report to the National Assembly at the 6th Session, the XV National Assembly.

For the indicator of gross domestic product in the provinces and centrally run cities (GRDP), the General Statistics Office compiles and publishes the estimated implementation data in 2023, serving as a basis for localities to promptly develop socio-economic development plans in 2024.

(2) Ministries, central, and local agencies in Vietnam:

- Guiding branches and affiliated levels in formulating the Socio-Economic Development Plan in 2024 under their respective branches, domains, and localities.

For the GRDP indicator, localities use data published by the General Statistics Office; closely coordinate with the Statistical Office to review and estimate the implementation by 2023 and the proposed targets of the socio-economic development plan in 2024.

- Sending draft reports on the evaluation of the implementation of the Socio-Economic Development Plan in 2023 and the proposed Socio-Economic Development Plan in 2024 to the Ministry of Planning and Investment before July 31, 2023.

Particularly, state-owned corporations and corporations will report their production and business plans in 2024 to the owner's representative agencies.
