On October 27, 2023, the Prime Minister issued Directive 27/CT-TTg on request to continue promoting reform solutions and improve efficiency in handling administrative procedures and providing public services to serve people and businesses in Vietnam.
The implementation of administrative procedures and the provision of public services have had many positive changes; however, many limitations still exist for many reasons.
Therefore, in order to promptly rectify and overcome shortcomings, limitations, and inadequacies and continue to improve the efficiency of cutting, simplifying, and creating favorable conditions in handling administrative procedures, to provide public services to serve people and businesses, the Prime Minister requires:
Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities focus on directing and organizing the implementation:
- 100% of commune-level People's Committees authenticate electronic copies from originals;
- Digitize records and results of administrative procedures in accordance with the Government's regulations in Decree 45/2020/ND-CP and Decree 107/2021/ND-CP, linking digitalization with the performance of duties of officials, civil servants, and public employees in the process of receiving and resolving administrative procedures;
- Urgently complete national and specialized databases on schedule and connect and share data with the National Public Service Portal, National population database, and information system for handling administrative procedures at ministerial and provincial levels.
Before December 15, 2023, complete the connection of the electronic data management warehouse of organizations and individuals on the information system for handling administrative procedures at ministerial and provincial levels with the electronic data management warehouse of organizations and individuals on the National Public Service Portal; It is strictly prohibited to require people and businesses to provide information, documents, and results of administrative procedures that have been digitized or shared from national and specialized databases in accordance with regulations.
