The Prime Minister's direction on removing difficulties in land use targets by 2025 in Vietnam

Recently, the Government has directed the Ministry of Natural Resources and Environment and localities to review and evaluate the implementation of the 2021–2025 Land Use Plan to determine the arising needs of land (increase, decrease compared to land targets) allocated by the Prime Minister in Decision 326/QD-TTg in 2022, proposing to consider adjusting land use targets.

In order to promptly meet the urgent needs of land use, deploy key national projects and works, take advantage of opportunities to attract and call for investment, and recover the socio-economic development of localities, the Deputy Prime Minister requests relevant ministries, branches, and localities implement the following contents:

- Chairman of the People's Committees of provinces and centrally-run cities urgently implements the direction of the Government and the Prime Minister to evaluate the implementation of the Plan and land use targets for the period 2021–2025.
and based on planning criteria and local socio-economic development requirements, review and update land use needs.
as a basis for proposing adjustments to the 5-year National Land Use Plan 2021 - 2025;

At the same time, there are comments on the plan to allocate land use targets of the Ministry of Natural Resources and Environment in report 89/TTr-BTNMT dated November 3, 2023; People's Committees of provinces and centrally run cities send documents to the Ministry of Natural Resources and Environment and the Government Office before November 25, 2023.

- The Minister of Natural Resources and Environment shall direct the full synthesis of the above opinions of localities before November 30, 2023 and report to the Prime Minister on a plan to adjust the allocation of a number of indicators of the 5-year national land use plan for 2021–2025;

At the same time, synthesize and prepare documents to report to the Government and coordinate with agencies of the National Assembly to report to the National Assembly Standing Committee to consider and submit to the National Assembly to adjust the 5-year national land use plan for 2021–2025 according to the provisions of the law on planning and land law at the most recent session.

- After the Ministry of Natural Resources and Environment synthesizes proposals from localities and reports to the Prime Minister on plans to adjust land use norms, the Government Office coordinated with the Ministry of Natural Resources and Environment to organize an online conference chaired by Government Leaders with agreed-upon localities before the Prime Minister decides to adjust the allocation of some land use targets until 2025 so that localities can implement them promptly.
