The Prime Minister of Vietnam to requests local authorities to focus on issuing documents detailing the Land Law 2024

On October 10, 2024, the Prime Minister of Vietnam issued Official Telegram 105/CD-TTg regarding the focus on directing and implementing the enforcement of the Land Law 2024.

In order to continue the implementation of the Land Law 2024, the Prime Minister of Vietnam has required the Chairpersons of the People's Councils and the People’s Committees of provinces and cities under Central authority to focus on the following:

- Strictly implement the Official Telegrams and directives of the Prime Minister of the Government of Vietnam. Localities that delay issuing regulations within their authority must assess the causes and impacts affecting the implementation of socio-economic development, security, and defense tasks in their regions; organize accountability sessions, clarify the responsibilities of organizations and individuals for the delay, and report the results of handling to the Prime Minister of the Government of Vietnam by October 15, 2024.

- Focus on directing the issuance of all detailed regulations assigned under the Land Law 2024 and the decrees detailing the implementation of the Land Law 2024; complete by October 15, 2024, and report the results to the Ministry of Natural Resources and Environment for consolidation and reporting to the Prime Minister of the Government of Vietnam.

Be accountable to the Government of Vietnam, the Prime Minister of the Government of Vietnam for delays in issuing the aforementioned documents.

- Proactively cooperate with concerned ministries and sectors to resolve arising difficulties in the localities; promptly report to the Government of Vietnam, the Prime Minister of the Government of Vietnam issues beyond authority, and avoid any bottleneck affecting socio-economic development, and the legitimate rights and interests of the people and enterprises.

Strictly implement coordination work between agencies and units in resolving administrative procedures ensuring rigor, promptness, and effectiveness, especially in interconnected administrative procedures and public services groups.

- Strengthen inspections, audits, and violation handling for state management agencies and land users. Initially, intensify checks on the implementation of the Land Law 2024 locally.
