Below is the remarkable content at Directive 13/CT-TTg dated 23/5/2021 on speeding up the progress and improving the quality of construction of the medium-term public investment plan for the period of 2021-2025 in Vietnam.

According to the Directive, the Prime Minister of Vietnam sets out tasks for ministries, central agencies, and localities to immediately implement, for example, as follows:

  • To reduce the number of newly started projects, especially ministries, central agencies, and localities that have many projects that cause new construction; ensuring that each new construction project must have a specific explanation for the reason; and taking full responsibility before the government and the Prime Minister of Vietnam.
  • The Prime Minister of Vietnam may allocate central budget capital for local start-up projects of group C unless otherwise approved by the Prime Minister of Vietnam.
  • To resolutely cut out projects that are not really necessary and ineffective.
  • Programs and projects implemented in the 02 periods of the medium-term public investment plan must comply with regulations, not exceeding 20% of the total capital according to Clause 2, Article 89 of Vietnam's Law on Public Investment.
  • The target for the total number of public investment projects from the central budget of the whole country in the 2021–2025 period is about 5,000 projects.
