This is the content of the Decision 507/QD-BNV dated July 13, 2023 announced internal administrative procedures between State administrative agencies within the scope of management functions of the Ministry of Home Affairs of Vietnam.

The Ministry of Home Affairs to announce 14 administrative procedures between state administrative agencies in Vietnam

The Ministry of Home Affairs announced 14 internal administrative procedures between state administrative agencies within the scope of management functions of the Ministry of Home Affairs in Vietnam, including:

- Procedures for awarding the Memorabilia "For the cause of the State Organization sector".

- Procedures for awarding the medal "For the cause of emulation and commendation".

- Procedures for awarding the Medal "For the Cause of State Management of Religious Beliefs".

- Procedures for awarding Memorabilia "For the cause of Records and Archives".

- Procedures for establishment, dissolution, merger, division, and adjustment of administrative unit boundaries.

- Procedures for verifying invalid documents of source agencies and organizations submitting documents to the Historical Archives.

- Procedures for evaluating and grading the quality of cadres, civil servants, and public employees.

- Procedures for resignation, resignation from management positions, and resignation for officials, civil servants, and public employees.

- Retirement procedures for civil servants and public employees.

- Procedures for appointment to civil servant ranks and salary arrangements for those who complete the probationary regime.

- Procedures for appointment to civil servant ranks and salary rankings for those who complete the probationary regime.

- Procedures for appointing leadership and management positions for officials, civil servants, and public employees.

- Procedures for transferring civil servants.

- Procedures for seconding civil servants and public employees.

Contents of civil servant mobilization procedures

Regarding the order of deploying civil servants as follows:

- Based on the planning, work needs, capabilities, and strengths of civil servants, heads of agencies and organizations assigned and decentralized to manage civil servants develop plans and measures to mobilize civil servants within the scope of management and report them to competent authorities for consideration and decision on implementation;

- Make a list of civil servants who need to be mobilized;

- Specific measures for each case;

- For civil servants holding leadership and management positions, the order and transfer procedures will be implemented as in the case of appointing leadership and management civil servants from human resources elsewhere, as prescribed in Clause 3, Article 46 of Decree 138/2020/ND-CP.

- Before deciding to mobilize civil servants, the head of the agency assigned or decentralized to manage civil servants needs to meet with civil servants to clearly state the purpose and necessity of the mobilization and listen to civil servants' suggestions before deciding according to authority or reporting to competent authorities for consideration and decision.
