The Ministry of Health to request promotion of responsibility in managing and using Health Insurance Fund in Vietnam 

To ensure the management and use of the Health Insurance Fund in accordance with the law in Vietnam, the Ministry of Health of Vietnam recommends that the Departments of Health of provinces and centrally governed cities; Health departments of ministries and central authorities in Vietnam:

- Direct  medical establishment in the area to comply with the legal provisions on medical examination and treatment, professional guidelines of the Ministry of Health, and related legal provisions regarding the provision of technical services to ensure quality, efficiency, and savings; develop diagnostic and treatment guidelines, including criteria for inpatient admission suitable to professional requirements, physical conditions, and human resources of hospitals; Direct the arrangement of hospital beds appropriate to the scale, equipment, and current human resources of the medical establishment in compliance with the Law on Medical Examination and Treatment 2023 and its guiding documents.

- Direct health insurance-covered medical establishment and provincial centralized procurement units to strictly enforce relevant regulations regarding procurement and bidding to ensure the sufficient and prompt supply of drugs, chemicals, and medical supplies within the benefit range of health insurance participants following guidelines stated in Official Dispatch 3314/BYT-KH-TC dated June 17, 2024, by the Ministry of Health.

- Coordinate with provincial Social Insurance to notify the increase in healthcare costs covered by  health insurance on the data reception portal of the Health Insurance Assessment Information System to medical establishment, to alert them about cost increases higher than the average cost of medical establishment of the same grade, same level, and same specialty in accordance with Decree 75/2023/ND-CP.

- Coordinate with provincial Social Insurance in consolidating and sending notifications to the Ministry of Health and Vietnam Social Security about the list of medical establishment with cost increases higher than the average cost of medical establishment of the same grade, same level, and same specialty so that the Ministry of Health can promptly capture information and provide directives.

- Lead and cooperate with provincial Social Insurance to inspect the health insurance-covered healthcare operations at medical establishment in the area, contributing to improving the quality of health insurance-covered healthcare work, and effectively managing and using the health insurance fund.
