On October 29, 2023, the Ministry of Health issued Official Dispatch 6922/BYT-KHTC on guidance on payment of treatment costs for patients with COVID-19 and benefits for those participating in the fight against the COVID-19 epidemic in Vietnam.

According to Decision 3896/QD-BYT, as of October 20, 2023, COVID-19 has officially no longer been a group A infectious disease but moved to group B of the Law on Prevention and Control of Infectious Diseases.

Thus, activities to prevent and control the COVID-19 epidemic are carried out in accordance with the provisions of the Law on Prevention and Control of Group B Infectious Diseases.

To ensure uniformity in implementing policies and measures to prevent and control epidemics when moving from group A to group B, the Ministry of Health requests that the People's Committees of provinces and centrally run cities, ministries, branches, and medical facilities carry out a number of contents related to payment of treatment costs for patients with COVID-19 in this figure as follows:

(1) Payment of medical examination and treatment costs, meals, and living expenses for COVID-19 patients from October 20, 2023:

(i) For people with health insurance cards, payment shall be made according to the provisions of the law on health insurance; people without health insurance cards must pay their own medical examination and treatment costs according to regulations;

(ii) The cost of meals and living expenses shall comply with the provisions of the Law on Prevention and Control of Group B Infectious Diseases.

(2) For patients admitted to the hospital before October 20, 2023 and discharged after October 20, 2023:

- Medical examination and treatment costs for COVID-19 patients:

+ Before October 20, 2023, comply with the provisions of Article 7 of Decree 29/2022/ND-CP detailing and measures to implement Resolution 12/2021/UBTVQH15 on allowing the implementation of a number of mechanisms. mechanisms and policies in the health sector to serve the prevention and control of the COVID-19 epidemic.

+ From October 20, 2023, follow the instructions in (i).

- Food and living expenses for COVID-19 patients:

+ Before October 20, 2023, follow the instructions of the Law on Prevention and Control of Group B Infectious Diseases (follow the regulations in Resolution 16/NQ-CP of 2021 on medical quarantine and medical examination and treatment costs). and some specific regimes in COVID-19 epidemic prevention and control).

+ From October 20, 2023, follow the instructions in (ii).
