The Ministry of Education and Training of Vietnam's Proposal to develop the Law on Teachers approved by the Government of Vietnam

The government agreed to the proposal of the Ministry of Education and Training of Vietnam on the necessity of promulgating the law and the 05 policies in the proposal to draft the Teacher Law, which includes:

(1) Identification of teachers;

(2) Standards and titles of teachers;

(3) Recruitment, utilization, and working policies of teachers;

(4) Training, fostering, remuneration, and honoring of teachers;

(5) State management of teachers.

Additionally, in the process of drafting the Teacher Law, the Government of Vietnam also required the Ministry of Education and Training of Vietnam to carry out the following contents:

- To ensure consistency and unity, the Ministry of Education and Training of Vietnam should study and fully institutionalize the Communist Party's guidelines in the teaching sector; comprehensively review and summarize current laws.

- During the drafting of the Teacher Law, it is necessary to address current shortcomings in the state management of teachers to design policies in a way that strongly decentralizes and delegates power to localities, with standards and criteria appropriate to the role and job positions of teachers, and with suitable incentive, reward, and honor policies;

- Study more international experiences, organize seminars to collect opinions from experts and scientists, and communicate policies to increase persuasiveness when approving policies and ensure feasibility in the implementation process when the law is promulgated.

- The proposal to draft the Teacher Law is to draft a new, difficult law, with a wide target audience, significant impact, and many important policies related to several laws, requiring priority policies on resources and organization for implementation.

Due to the limited time expected for submission to the Government of Vietnam and the National Assembly for approval, the Ministry of Education and Training of Vietnam should proactively arrange financial resources and experts to draft the law, ensuring timely progress and improving the quality of the Law project when submitting to the Government of Vietnam.

Furthermore, the Ministry of Education and Training of Vietnam is assigned to take the lead, in cooperation with the Ministry of Justice, the Office of the Government of Vietnam, and relevant agencies to absorb the opinions of members of the Government of Vietnam, and complete the dossier for the proposal to draft the Law in compliance with the Law on Promulgation of Legal Documents.
