The Ministry of Construction's instruction on strict handling of violation of regulations on safety in construction in Vietnam

According to Official Dispatch 2033/BXD-GD dated May 14, 2024, the Ministry of Construction of Vietnamdirects the implementation of the following measures:

- Instruct subordinate functional agencies to enhance the organization of inspections combined with dissemination, popularization, and guidance on the implementation of legal regulations, applicable standards, and technical regulations on safety in construction activities, operation, repair of machinery, and technological equipment. Additionally, address the incident handling procedures at factories producing construction materials and components in the local area. Firmly halt construction activities and production if any breaches of labor safety regulations that pose safety risks are discovered at the construction sites or factories; strictly handle violations according to legal provisions in Vietnam.

- Require entities participating in construction activities, production of construction materials and components, and industrial production facilities with many large-scale machines and equipment to enhance the execution of construction safety tasks. To be specific:

+ Rectify the management system of construction safety tasks, ensuring sufficient capacity as prescribed by law; define safety responsibilities for each department, team, group, and individual managers directly involved in construction and production;

+ Organize dissemination and training activities on construction safety, raising awareness, and ensuring comprehensive compliance with construction safety laws across departments, teams, groups, and workers;

+ Review the unit’s regulations, processes, and safety measures in construction, ensuring compliance with legal regulations, applicable standards, and current technical regulations on construction safety in Vietnam;

+ Strengthen self-inspection and supervision of the implementation of legal regulations on construction safety within the unit, proactively controlling and preventing hazardous factors, and mitigating labor accident risks at construction sites, in factories producing construction materials, and components;

+ For the maintenance of construction works and technological lines, review and improve procedures and measures to ensure construction safety during maintenance, repair, and upkeep processes.
