The Law on VAT (amended) to be considered for approval at the 8th Session of the 15th National Assembly of Vietnam

On December 18, 2023, the National Assembly Standing Committee passed Resolution 41/2023/UBTVQH15 amending the Program on Law and Ordinance Formation for 2024, including the addition of law projects as proposed by the Government of Vietnam.

The Law on VAT (amended) to be considered for approval at the 8th Session of the 15th National Assembly of Vietnam

The Program on Law and Ordinance Formation for 2024 will add the following bills:

- 03 law projects will be submitted to the National Assembly for comments at the 7th session (May 2024) and considered for approval at the 8th session (October 2024), including:

+ Law on Management and Use of Weapons, Explosives, and Support Tools (amended).

In case the prepared Law project is of good quality and the discussion process at the National Assembly reaches high consensus, the National Assembly Standing Committee will consider and coordinate with the Government to submit it to the National Assembly to be approved at the 7th meeting (May 2024) according to the procedure at a meeting;

+ Law on Prevention and Combat of Human Trafficking (amended);

+ Value Added Tax Law (amended);

- 01 law project submitted to the National Assembly for comments at the 8th session (October 2024) is the Chemical Law project (amended).

It is recommended that the Government submit to the National Assembly Standing Committee for consideration and comments at the March 2024 session, no later than the April 2024 session, for 03 projects: the Law on Management and Use of Weapons, Explosives, and Support Tools (amended), the Law on Prevention and Combat of Human Trafficking (amended), and the Law on Value Added Tax (amended); at the August 2024 session for the Chemical Law project (amended);

At the same time, direct ministries and agencies are assigned to preside over the drafting of research, receive opinions from the National Assembly Standing Committee, and verify the opinions of National Assembly agencies to urgently prepare documents for law projects to ensure quality and progress; During the drafting process, if policies are adjusted or supplemented compared to the proposed policies, the full impact must be assessed according to the provisions of the Law on Promulgation of Legislative Documents 2015.
