On September 22, 2024, the Government of Vietnam issued Resolution 148/NQ-CP regarding the thematic meeting on law-making in November 2024

The Government of Vietnam's opinions on 03 bills and 02 law-making proposals

At this session, the Government of Vietnam gives opinions on 03 bills and 02 law-making proposals, including:

- 03 bills:

+ Law on Public Investment (Amended);

+ Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment in the form of Public-Private Partnership, and the Law on Bidding;

+ Law amending and supplementing a number of articles of the Law on Securities, the Law on Accounting, the Law on Independent Auditing, the Law on State Budget, the Law on Management and Use of Public Property, the Law on Tax Administration, the Law on National Reserves;

- 02 law-making proposals:

+ Proposal to amend the Law on Journalism;

+ Proposal to amend the Law on Promulgation of Legal Normative Documents.

At the same time, it is requested that the Permanent Deputy Prime Minister Nguyen Hoa Binh, Deputy Prime Minister Le Thanh Long, Deputy Prime Minister Ho Duc Phoc, and Minister of Planning and Investment Nguyen Chi Dung dedicate time, effort, and intelligence to direct the completion of the bills, ensuring quality, and submit them to the National Assembly Standing Committee before September 25, 2024.

For the bills presented by the Government of Vietnam to the National Assembly for the first time at the 8th Session, after being approved by the Government of Vietnam, the Ministries urgently complete the dossiers, send them to the National Assembly on time, and coordinate and exchange with the agencies of the National Assembly to create consensus and unity on policy content and the content of the bills.

The Ministers and heads of ministerial-level agencies in Vietnam focus on directing the development and issuance of documents detailing and guiding the implementation of laws and ordinances, ensuring the following principles:

(i) Documents detailing and guiding the implementation must be issued to take effect simultaneously with the laws and ordinances, ensuring synchronization, unity, and feasibility of the legal system;

(ii) Avoid legal gaps and obstacles that create difficulties for localities, businesses, and citizens, affecting the effectiveness of the Law due to delayed issuance of detailed regulations;

(iii) Urgently review, amend, and supplement sub-law documents in accordance with the Government of Vietnam's policy on administrative procedure reform, promote decentralization in resolving administrative procedures and citizen documents. The Minister of Justice shall monitor, urge, and check the issuance of detailed regulations by ministries, ministerial-level agencies, local authorities, and the situation of law enforcement.
