June 18, 2024, the Government of Vietnam issued Resolution 91/NQ-CP on promoting private investment in public services.

The Government of Vietnam promotes private investment in public services

In order to continue attracting and expanding social investment resources, and to facilitate the development of public services with higher quantity and quality, the Government of Vietnam requires ministries, central agencies, and localities to continue implementing well the preferential policies on land, taxes, fees, credit, etc., based on compliance with the laws on land, taxes, public investment, state budget, state credit, and other related legal documents;

Continue to review preferential policies to encourage private investment and private investment sectors to promptly submit proposals to competent authorities for amendment and supplementation to ensure practical compatibility, creating favorable conditions to support non-public units, and investors to participate in investment, improving the quality of public services.

To be specific:

- Assign the Ministry of Natural Resources and Environment to lead and cooperate with related ministries and central authorities to formulate preferential land policies in the Decrees detailing the Land Law accordingly.

- Assign sectoral management ministries and the People's Committees of provinces and centrally governed cities to review, amend, and simplify administrative procedures related to the establishment of non-public facilities, land allocation, support for site clearance, etc., to facilitate the effective establishment and operation of non-public public service facilities; ensure that no new or more complicated administrative procedures are created;

- Strengthen international cooperation and capitalize on aid sources to promote private investment in the provision of education, healthcare, science, and technology services;

- Develop policies to motivate and attract intellectuals and overseas Vietnamese to return to the country to participate in teaching, scientific research, medical examinations, and treatment, cultural activities, sports competitions, etc.;

- Review and amend mechanisms and policies to ensure that the private sector is equal with state-owned enterprises and units in their ability to access market resources.
