On February 16, 2024, the Prime Minister of Vietnam issued Decision 179/QD-TTg approving the development strategy for the construction sector until 2030, with a vision to 2045.
The general objectives of the development strategy for the construction sector until 2030 are as follows:
- Enhancing the completion of the institutional system, management tools, ensuring completeness, consistency, uniformity, modernity, integration, and creating a favorable, equal, and transparent environment for entities participating in construction investment activities. Implementing effective laws in the construction sector.
- Enhancing the capacity of the construction industry to undertake all stages of management, design, procurement, and construction of modern, complex, large-scale construction projects, gradually expanding market operations to foreign countries. Developing the construction materials industry in an energy-saving and resource-efficient manner, environmentally friendly, with high technology content, meeting domestic demand, increasing the export of high-quality construction materials, and developing new construction materials. Applying technology in investment management, design, construction, and project quality management.
- Accelerating the pace and improving the quality of urbanization and the urban economy. Establishing mechanisms and policies to promote the development of a harmonious urban system suitable for the potential and advantages of each region and locality. Developing satellite cities of major cities, especially Hanoi and Ho Chi Minh City. Basically, completing the institutional system, mechanisms, policies, and management tools, building a model of urban administration linked to effective urban management, enhancing competitiveness, gradually improving the quality of urban development in terms of economy, society, infrastructure, architecture, housing, and the living standards of the people.
- Innovating and improving the quality of construction planning; building modern, sustainable, culturally rich architecture that timely meets the requirements of cultural development. Developing a long-term vision for cities; forming a number of smart urban chains in key economic areas in the North, South, and Central regions; gradually connecting with smart urban networks in the region and the world; constructing low-carbon emission, green, pioneering, and leading cities in innovative and creative activities, becoming a driving force for development.
- Contributing to the basic construction of the technical infrastructure system of central urban areas nationwide and regions in a synchronous, modern, and service-capable manner. Enhancing the capacity of infrastructure systems to cope with climate change. Gradually developing underground spaces in major cities. Increasing connectivity between domestic and regional cities; linking urban and rural development.
- Establishing transparent mechanisms for assessing the value of real estate according to market mechanisms. Meeting the basic housing requirements for urban residents, expanding housing types; having policies to support the strong development of social housing.
