On December 12, 2024, the Minister of Natural Resources and Environment of Vietnam issued Circular 31/2024/TT-BTNMT, stipulating technical regulations for marine hydrometeorological and environmental surveys in coastal and island areas in Vietnam from January 27, 2025.
Circular 31/2024/TT-BTNMT specifies the procedures, content, and requirements for marine hydrometeorological and environmental surveys in coastal and island areas with depths from 0 to 20 meters in Vietnamese territorial waters, covering the following types of work:
(i) Marine meteorological investigation and survey: Marine meteorological.
(ii) Hydrographic investigation and survey: Hydrography.
(iii) Marine environmental investigation and survey:
- Transparency.
- Sea water environment.
- Air environment.
- Marine sediment environment.
(iv) Seabed depth investigation and survey: Seabed depth.
(v) Marine ecological investigation and survey: Marine ecology.
Applicable to agencies, organizations, and individuals conducting marine and environmental survey and investigation activities in Vietnam's coastal and island areas.
The general principles for marine and environmental survey and investigation in coastal and island areas are regulated as follows:
- Adhere to the implementation of job steps, procedures, standards, and criteria for each specific type of work when conducting surveys and investigations.
- The quality of products from the investigation and survey must reflect the characteristics of the natural conditions of the region and area being surveyed.
- During the course of investigation and survey work, the regulations on environmental protection, biodiversity, fisheries, cultural heritage, and the submerged and emergent maritime facilities must be observed so as not to impede maritime economic activities.
- Ensure compliance with safety regulations when conducting surveys and investigations at sea.
- In the process of marine and environmental survey and investigation in coastal and island areas, if anomalies in data are observed, re-survey and conduct a thorough investigation to determine the cause of the anomaly and report to the management authority if necessary.
- Organize inspection and acceptance of the volume and quality of products after task completion.
