Tasks on resource management in the implementation of the Planning for the Southeast Region of Vietnam in period 2021-2030

On November 4, 2024, the Prime Minister of the Government of Vietnam issued Decision 1325/QD-TTg regarding the implementation of the Planning for the Southeast Region of Vietnam in period 2021-2030, with a vision to 2050, including requirements for resource management and response to climate change.

Tasks on resource management in the implementation of the Planning for the Southeast Region of Vietnam in period 2021-2030

The tasks regarding resource management and response to climate change in the implementation of the Planning for the Southeast Region of Vietnam in period 2021-2030 are stipulated in Decision 1325/QD-TTg, 2024 as follows:

- Strengthen the management, exploitation, and efficient, rational use of natural resources. Continue to implement the environmental protection scheme for the river basins of the Dong Nai and Sai Gon river systems. Promote coordination between ministries, central authorities, and local authorities in environmental protection, nature conservation, biodiversity linked with proactive solutions to respond to climate change and rising sea levels;

- Exploit and use water resources in accordance with zoning and protect the functions of water sources; control and limit the use of groundwater and pilot flow regulation projects;

- Complete the waste, waste treatment, and drainage systems to meet environmental standards. Utilize natural resources, landscapes, and development spaces effectively and sustainably;

- Construct and upgrade hydraulic works; ensure the safe operation of irrigation and hydropower reservoirs; supplement and upgrade flood prevention systems due to heavy rain, high tides in Ho Chi Minh City; construct and upgrade projects to prevent drought and saline intrusion;

- Upgrade the Dau Tieng - Phuoc Hoa irrigation system to ensure water security, enhance water supply capacity, and flood prevention for Ho Chi Minh City and the provinces of Tay Ninh, Binh Duong, Binh Phuoc. Construct and upgrade hydraulic works; ensure the safe operation of irrigation and hydropower reservoirs; supplement and upgrade flood prevention systems due to heavy rain, high tides in Ho Chi Minh City; research and construct underground rainwater storage basins to regulate and reduce flooding in central areas; construct and upgrade projects to prevent drought and saline intrusion;

- Develop and enhance the quality of forests to absorb and neutralize carbon towards the goal of reducing greenhouse gas emissions and low carbon economy;

- Expand eco-industrial parks to implement a circular economy in Vietnam under the global eco-industrial park program and the government's commitment at the COP26 Climate Change Conference in Switzerland towards net zero by 2050.
