Tasks and solutions to remove difficulties for production and business in Vietnam

The Government of Vietnam sets out the following main groups of tasks and solutions:

(1) Promoting domestic consumption, boosting exports:

- The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with ministries, agencies, and localities in:

+ Implementing policies to stimulate consumer demand, promote national focused promotional month programs, sell Vietnamese goods in urban areas, industrial parks, etc.

+ Strengthening communication, coordinating with localities, associations, and businesses to organize programs to connect supply and demand of goods, promotions, discounts, ...

- The Ministry of Finance shall assume the prime responsibility for, and coordinate with ministries, agencies, and localities in:

+ Quickly, promptly, and effectively implementing the policy of reducing the value-added tax rate approved by the National Assembly, the policy of extending the deadline for paying excise tax, and giving preferential registration fees to domestically manufactured and assembled automobiles;

+ Reporting to the Government and Prime Minister in September 2023 on the implementation of the value-added tax rate reduction policy and studying and proposing an extension of the policy implementation time if necessary...

(2) Accelerating disbursement of public investment capital; promoting investment in non-state economic sectors and state-owned enterprises, attracting FDI in association with the development of new industrial sectors and fields, innovation, advanced and environmentally friendly technologies, creating new growth engines for the economy:

- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with ministries, agencies, and localities in:

+ Building a database of Vietnamese enterprises meeting the standards of being suppliers for FDI enterprises in a number of key export processing and manufacturing industries and fields.

+ Advising and proposing to the Government to choose to support one or several large domestic enterprises that are capable of becoming leading enterprises in the semiconductor and Hydrogen industries...

- The Ministry of Finance shall assume the prime responsibility for, and coordinate with ministries, agencies, and localities in:

+ Continuing to review and propose to competent authorities the amendment and supplementation of the tax law, ensuring the consistency and synchronism of the provisions of the law on tax incentives.

+ Urging and speeding up the payment, settlement, and control of expenditures to speed up the procedures for disbursement of public investment capital...

(3) Supporting cash flow, reducing costs, and increasing access to capital for businesses and people:

- The State Bank of Vietnam shall assume the prime responsibility for and coordinate with ministries and agencies in:

+ Operating monetary policy tools proactively, flexibly, appropriately, timely, and effectively to facilitate liquidity for credit institutions, and stabilize deposit interest rates in line with market conditions, especially at the end of the year when capital mobilizations with high interest rates in the last months of 2022 and early 2023 are due for payment.

+ Continuing to research, review, and immediately amend relevant regulations to simplify loan procedures...

- The Ministry of Finance shall assume the prime responsibility for, and coordinate with ministries, agencies, and localities in:

+ Effectively implementing the issued policies on extension and reduction of taxes, fees, charges, and land rents;

+ Urgently operating the individual corporate bond trading floor in July 2023...

(4) Accelerating administrative reform and improving the business investment environment:

- The Government Office shall assume the prime responsibility for, and coordinate with relevant ministries and agencies in:

+ In July 2023, submit to the Prime Minister for promulgation the central administrative procedure reform plan for the last 6 months of 2023;

+ Completing in the third quarter of 2023 the upgrade of the National Database on Administrative Procedures, updating, publicly monitoring, and evaluating internal administrative procedures, and administrative procedures at 4 levels of government...

- The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with ministries and agencies in, reviewing and amending inadequate regulations on aquaculture wastewater standards in July 2023.

(5) Tightening administrative discipline and improving the effectiveness and efficiency of direction and administration; resolutely overcoming the situation of pushing and evading responsibility in solving work:

- The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with ministries, agencies, and localities in, expeditiously finalizing and submitting to competent authorities for consideration regulations on encouraging and protecting dynamic, creative, dare to think, dare to do, and dare to take responsibility for the common good.

+ Actively performing fully assigned tasks and powers;

+ Failing to submit to superiors and be responsible for deciding issues within their competence or decentralized or authorized in accordance with law...
